This paper is particularly focuses on its economic and fiscal impact. The Reform of ANSEI was not effective norther sufficient for helping the governmentʼs finance which was already in jeopardy. I show some figures from government income by taxation during the reform, but the figures represent that the reform was not able to the governmentʼs economic loss.
